Part 2 deals with conservation; Part 3 with trade policy, including export assistance to agricultural industry. Part 4 makes provision for nutrition programs. Contains sections on food stamp program, commodity distribution, and child nutrition programs. Part 5 provides for credit in the form of farm ownership loans, operating loans, and emergency loans. Part 6 deals with rural development; Part 7 with research and related matters. Part 8 contains provisions on forestry; Part 9 provisions on energy. Part 10 contains miscellaneous provisions.

Amends the regulations relating to the temporary employment of nonimmigrant agricultural workers (H-2A workers). Reduces the time for an application for temporary agricultural labor certification, provides employers with the option of having housing inspected as late as 20 days before the date of need, and modifies the requirement that employers notify the local State Employment Security Office in writing of the exact date a H-2A worker departs from the workplace. Promulgated by the Employment and Training Administration.

Removes the regulations providing for the Replenishment Agricultural Worker Program, which was authorised to provide legal resident status to foreign workers if the Secretaries of Labour and Agriculture determined that there was a shortage of agricultural workers. No such shortage was ever found to exist during the three years of the Programme, which has now expired.

Labor Certification Process for the Temporary Employment of Aliens in Agriculture in the United States: Prevailing Practice Determinations Rule (20 CFR Part 655)

Amends the regulations for the temporary alien agricultural labour certification program. The amendment explains the standard for determining when or where a particular employment practice is prevailing in the occupation in the area of intended employment. Such determinations are made with respect to the provision by covered employers of family housing and transportation advances, and the frequency of such employers' wage payments to workers, and such employers' utilization of farm labour contracts.

This Act repealed and replaced the Farm Labor Contractor Registration Act (FLCRA) - P.L. 88-582 (September 7, 1964).
