    Revises the Safety and Health Regulations for Longshoring and parallel sections of the Marine Terminals Standard. The revised text requires testing and certification of specific types of cargo lifting appliances and associated auxiliary gear. Regulates access to vessels, entry into hazardous atmospheres, working surfaces, and use of protective equipment. Also regulates specialized longshoring operations such as containerized cargo, logging, and roll-on/roll off.

    Amends Longshore and Harbor Workers' Compensation Act by: providing that the district jurisdictional boundries would be changed by direct notice to affected parties; eliminating the requirement for using certified mail in most circumstances; clarifying that the Office of Workers' Compensation Programs fee schedule would be used to determine the reasonable and customary medical charge where there is a dispute; and modifying the requirement that an employer with geographically different work sites within one compensation district have only one insurance carrier.

    Regulations promulgated by the Employment and Training Administration and the Employment Standards Administration of the Department of Labour in respect of the filing and enforcement of attestations by employers seeking to use alien crewmembers to perform longshore work at U.S. ports as required under the Immigration and Nationality act as amended by the Immigration Act 1990.

    Extends the scope of application of the Hazard Communication Standard (20 CFR Part 1910.1200, published in the Federal Register of 25 Nov. 1983, p. 53280 et seq.), issued by the Occupational Safety and Health Administration, to non-manufacturing employers (e.g. in shipyard employment, longshoring, construction, agriculture). Henceforth both manufacturing and non-manufacturing employers are required to establish hazard communication programmes to transmit information on the hazards of chemicals to their employees by means of labels on containers, safety data sheets showing the composition of materials and training programmes.

    Amends, inter alia, the definition of employee (section 2(3)) to exclude certain categories not exposed to specifically maritime hazards; the provisions concerning compensation for hearing loss, disability (section 8) and the determination of pay on which compensation is calculated (section 10). Repeals section 45, 46 and 47. Section 6(b)(1) is amended to provide that compensation payments for death shall be limited to a maximum of 200 per cent of National Average Weekly Wage applicable on the date of death. Previous amendment to the Act: 1972.
