Family Support Act of 1988. Public Law 100-485 (H.R. 1720). Adoption: 1988-10-13 | USA-1988-L-7255 Provides for restructuring the welfare system by introducing a new Job Opportunities and Basic Skills (JOBS) programme, requiring states to offer recipients basic education and training for employment in exchange for receiving federal money to cover welfare costs. In two-parent families on welfare, either the father or the mother will be given 60 days to search employment; if none is found he or she will be required to work at least 16 hours per week in unpaid community or local government service. Most welfare recipients with children aged three or older will have to participate in education, training or employment programmes; child-care assistance will be provided. In addition, the law requires the states to automatically deduct court-ordered child support payments from the wages of an absentee parent. The various measures are to be phased in over a period ending October 1994.

That section makes it an unfair immigration-related employment practice to discriminate against an individual in hiring, discharging or recruiting or referring for a fee because of an individual's national origin or, in specified cases, his or her citizenship status. These regulations contain definitions of prohibited practices and set forth the procedures applicable to charges of discrimination.

There are exceptions regarding the compulsory retirement of firefighters and law enforcement officers, and special provisions govern the retirement of tenured faculty at institutions of higher education. Effective date 1 Jan. 1987, with later entry into force for persons covered by a collective bargaining agreement containing a provision which would be supersed by this Act (section 7).
