Provides for increased resources for multilateral efforts to fight HIV/AIDS, as well as for increased resources for United States bilateral efforts to combat HIV/AIDS, tuberculosis and malaria. Aims at encouraging expansion of private sector efforts and public-private sector partnerships to combat HIV/AIDS. Also provides for enhanced efforts to support development of vaccines and treatment for HIV/AIDS, tuberculosis and malaria.
