Disabled Persons Empowerment Act, (No. 2), B.E. 2556 [2013]. (พระราชบัญญัติ ส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ (ฉบับที่ ๒) พ.ศ. ๒๕๕๖) - Adoption: 2013-03-20 | THA-2013-L-96440 This Act repeals and replaces section 12 of the 2007 Act which now reads "Section 12 - Office of National Disabled Persons Empowerment shall have a Director who is a civil service official to be responsible for carrying out the official functions of the Office."
The Act also amends section 13 by inserting a new section 13 (4/1) (functions of the Office), a new section 13/1, 16, 19 20, 21, 26, 27 and 35. The amendments are intended to strengthen measures to ensure more efficient and easier access and utilisation of public facilities as well as welfare and other State assistance programs are available to persons with disabilities. The functions of Office of National Disabled Persons Empowerment have also been amended to increase their powers and duties concerning supervision and inspection, as well as the provision of advice and assistance to ensure that persons with disabilities receive the services they are entitled to. It also establishes a Disabilities Service Centre which is to be the focal service provider.

(พระราชบัญญัติ ส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. ๒๕๕๐) - Adoption: 2007-09-18 | THA-2007-L-78643 Repeals the Act on Rehabilitation of Disabled Persons' Efficiency (B.E. 2534). Establishes the National Commission for the Promotion and Development of Disabled Persons' Life Quality and sets out its compositions, functions and powers. Also establishes an Office to implement recommendations of the Commission. Also establishes a fund to be managed by the Office for the rehabilitation of disabled persons. The appropriate Ministries are to make regulations concerning improving access to buildings and facilities. Provides tax benefits to employers employing a certain number of disabled persons.

Ministerial Regulation No. 4 (B.E. 2542), issued under the Rehabilitation of Disabled Persons Act (B.E. 2534). Adoption: 1999-12-03 | THA-1999-R-56735 Identifies buildings, places, vehicles and public services that are required to have equipment to facilitate disabled access. Stipulates that standards for the equipment required will be prescribed by the Committee on Rehabilitation of Disabled Persons.

Ministerial Regulation (B.E. 2537) Issued under Provisions in Disabled Person Rehabilitation Act B.E. 2534 Adoption: 1994-07-21 | THA-1994-R-40701 Provides that in any business establishment where there are two hundred or more employees, the employer or owner of such business establishment must employ among the total number of employees disabled persons capable of performing work in any job position at a ratio of one disabled person to every two hundred employees, and one additional disabled person for every fraction of two hundred employees exceeding one hundred employees unless such business has no job in which a disabled person can serve. The Department of Public Welfare shall be duly notified that no such job exists, and must concur with this assessment.

Rehabilitation of Disabled Persons Act B.E. 2534 [1991] - Adoption: 1991-11-25 | THA-1991-L-28874 This Act creates a Board and an Office for the Rehabilitation of the Handicapped and specifies the composition and duties of each. It authorizes the registration of handicapped persons and enumerates the services that such registration will offer them. It also establishes a Fund for the Rehabilitation of Handicapped Persons. It authorizes Regulations that will require employers to hire handicapped persons in "an appropriate proportion to other employees" and allows employers who choose not to do so the alternative of payment into the Fund of an amount to be prescribed by the Regulations.
