Act No. 215 of 4 May 2021 on support during short-time work and on the amendment of some laws. -

Regulates the provision of support during short-time work for partial reimbursement of the employer's costs for compensation of the employee's wages during the duration of an external factor, due to which the employer's activities were restricted.

Also makes amendments to Act 599/2003 and Act No. 49/2009.

The President of the Slovak Republic, upon recommendation of the National Council of the Slovak Republic, ratified the ILO Convention No 181 on 3rd of February 2010. The Ratification decree was deposited with the General Director of the ILO on 22nd of February 2010. The Convention, according to its Section 18(3) entered into force for the Slovak Republic on the 22nd of February 2011.

This Act modifies or adds following Sections of the Act No 5/2004: 2, 4, 6, 8 - 18, 22, 23, 25, 26, 29, 32 - 35, 35a, 36, 39, 39a, 42 - 47, 48, 48a - 48c, 49, 49a, 50, 50a - 50c, 51, 51a, 52, 52a, 53, 53a -53d, 54, 55, 55a - 55c, 56, 56a, 57, 57a, 58 - 64, 64a, 65a, 65b, 66 - 70, 72d.
These changes are mainly related to the obligation to employ certain percentile of handicapped citizens and financial contributions aiming at achieving this goal.

In the Act 559/2003 it also adds after subsection 5(4)(r) new subsections s - v. The previous subsection (s) is now subsection (z). Includes also some technical modifications in footnotes of the Act 559/2003 following these amendments.

Provides for the tasks of employment services. Deals inter alia with temporary employment, active measures in the labour market to promote employment as well as training in order to increase chances to find a job.

Aims at the development of small and medium enterprises through creation of jobs, employment of college and university graduates and vocational training for students.

Notification No. 210/1994 of the Ministry of Labour, Social Affairs and Family fixing specific conditions related to creation of socially useful jobs and jobs for the benefit of society.

States that employers creating socially useful jobs or jobs of benefit to society, or unemployed persons starting their own business, can request a contribution to the employment office. The demand shall comprise of, inter alia, information on expenses entailed and number of jobs created. The request is considered in the light of the state of unemployment and socio-economic development in the area. Terms of the contribution are agreed upon in a contract between the regional employment office and the employer.

Act No. 189/1994 amending some regulations on employment.

Provides, inter alia, that any job created for unemployed persons, school leavers, teenagers and unemployed persons starting their own business is socially useful. State institutions, in cooperation with the national employment fund, can grant repayable or unrepayable contributions. Jobs for the benefit of society can last up to 9 months and must be taken up by unemployed persons. Contributions may reach the amount of wage including health, hospital, retirement and unemployment insurance. The Ministry of Labour, Social Affairs and Family fixes the detailed procedure for creation of such jobs and the maximum amount of contributions. Adds a new paragraph on the use of employment fund resources (unemployment benefit and active employment policies).

States that the employment office must report to the local district, in writing, about every decision concerning persons registered as unemployed.

Notification No. 4/1994 of the Ministry of Labour, Social Affairs and Family on creation of jobs for the benefit of society.

The employment office, in cooperation with the employment fund, appreciate efficiency and duration of newly created jobs and regional job structures. Defines the "newly created job" as one offered to a person who has been unemployed for at least 2 years. Fixes the maximum amount of the subsidy granted to employers creating new jobs or unemployed persons starting their own business. Provides that the employment office can also allow for creation of jobs for the benefit of society.

Act No. 240/1993 on changes concerning social welfare.

Mentally and seriously disabled persons receive special privileges according to the seriousness of their handicap, such as transport at reduced price. The State is obliged to create conditions for the social integration of those persons and must provide them with suitable jobs.

Act No. 159/1993 to amend Act No. 14/1993 on national book-keeping and other changes in laws on social security.

Provides that employers must contribute insurance fees amounting to 9 percent of the total salaries paid for disabled employees' health, hospital and retirement insurance. Also fixes at 1 percent of the total salaries paid the amount to contributed by employers to the disabled workers' employment fund.

Law No. 10/1993 on the employment fund.

Establishes an employment fund with the goal of financing an active employment policy and the financial protection of employees. The fund further guarantees the creation of jobs for the benefit of society, the retraining of employees and interventions in the labour market. Contributions to the fund amount to 3 percent for employers, 1 percent for employees and 4 percent for the self-employed.
