Assouplit les dates de congés annuels des pères dont les épouses sont en congé de maternité. Prévoit des possibilités de travail à temps partiel pour les mères d'enfants de moins de 14 ans. Etend aux pères ayant la charge d'enfants les avantages professionnels accordés aux femmes et détermine des conditions et critères généraux destinés à améliorer la condition des femmes et des mineurs au travail.
