    Résolution No. 1420-1 du 10 avril 1990 portant mesures urgentes pour l'amélioration de la condition féminine, la protection de la mère et de l'enfant et le renforcement de la famille.

    Fixe une augmentation des allocations familiales et leur attribution dans une série de cas. Allonge la durée du congé de maternité (dès le 1-12-1990, il sera de 70 jours avant l'accouchement et de 56 jours après l'accouchement). Institue le congé de paternité. Assouplit les dates de congés annuels des pères dont les épouses sont en congé de maternité. Prévoit des possibilités de travail à temps partiel pour les mères d'enfants de moins de 14 ans. Etend aux pères ayant la charge d'enfants les avantages professionnels accordés aux femmes et détermine des conditions et critères généraux destinés à améliorer la condition des femmes et des mineurs au travail.

    Les entreprises et organisations, qui fonctionnent dans le cadre des nouvelles conditions économiques, ont le droit de prendre des décisions concernant l'octroi de congés payés supplémentaires non prévus dans la législation actuelle (par ex. en fonction des résultats, aux femmes dont les enfants sont en bas âge, etc.).

    L'arrêté contient un règlement détaillé relatif à la fixation des normes de production et est publié par la circulaire No. 678 du ministère de l'Enseignement supérieur et de l'Enseignement secondaire technique et professionnel de l'URSS qui, elle-même, abroge l'arrêté No. 245/P-17 du 3 oct. 1975 du Comité d'Etat du Conseil des ministres de l'URSS sur les questions de travail et de rémunération ainsi que du Présidium du Conseil central des Syndicats de l'URSS, ayant trait aux directives de fixation des normes de production concernant le rendement, le temps de travail et l'entretien dans l'industrie.

    The schedule to the ordinance contains detailed instructions as to the procedure for keeping workers' personel records. Entries in such records must be made by the establishment, institution or organisation employing the worker, even temporarily, and no worker may be engaged unless he or she can produce his or her record or alternative attestation of his previous employment or status.

    Special arrangements between management and women worker for a fixed or indefinite period when she is prevented by the need to care for the child from working normal hours. Statutory daily and weekly rest periods to be observed, with maximum of 10 hours actual work and 12 hours of presence (including unpaid breaks) in a 24-hour period. Timetable normally consists of three parts: "fixed time", "variable time" and "breaks for rest and meals".
