Affirme la séparation de l'Eglise et de l'Etat, autorise l'enseignement religieux, supprime le financement des activités athées par l'Etat, accorde la personnalité juridique aux Eglises et reconnaît le droit d'association religieuse. Définit les organisations religieuses et les modalités et limites de leur fonctionnement, le statut des biens de ces organisations, leurs droits et ceux des religieux eu égard à la liberté de confession. Fixe les modalités de l'activité professionnelle dans les organisations religieuses et leurs entreprises, ainsi que les rapports entre les organes de l'Etat et les organisations religieuses.

La loi entre en vigueur dès sa publication. Dispose entre autres que le Conseil des ministres de l'URSS sera chargé de revoir les programmes d'enseignement des établissements publics afin de les rendre conformes à la loi d'ici l'année scolaire 1992/1993, et que les organisations sociales devront réviser leurs statuts pour les harmoniser avec la nouvelle loi.
