Also inserts a new Regulation 35-1 of Chapter II-1 (Bilge Pumping Arrangements). Makes various other consequential amendments.

    Deletes and substitutes Regulation 3-2 of Chapter II-1 of the Merchant Shipping (Safety Convention) Regulations with respect to protective coatings of dedicated seawater ballast tanks in all types of ships and double-side spaces of bulk carriers. Also amends Regulations 1, 3, 4, 5, 6, 7, 9, and 10 of Chapter II-2 concerning maintenance and safety of ships as well as Regulations 6, 11, 14, 19, 20, 21, 26, 31, 32, and 35 of Chapter III and Regulations 2, 19-1 (long range identification and tracking of ships) of Chapter V and Regulation 6 of Chapter XII. Makes amendments to the First Schedule (Passenger Ship Safety Certificate and the Cargo Ship Safety Construction Certificate). The Second Schedule is also amended with respect to the record of equipment for the Passenger Ship Safety Certificate.

Covers sleeping quarters, ventilation, heating, lighting, mess rooms, sanitary arrangements, and medical care. S. 16 permits the Director to modify regulations to take account of national habits and customs of the crew. Does not apply to sailing and fishing boats.
