    Amends regulation 2 (changes hours from 30 to 35 hours), 6 (change in reference of section 42 to section 88), 7 (definition of part-time employee expanded to "If a part-time employee (other than a part-time employee who is required under his contract of service with his employer to work for at least 5 days, and 30 hours, a week)", and 8 (substitutes "section 44" for "section 89".

    Contains the National Wages Council's Guidelines for 1998, which recommends a reduction of 15 per cent in wage costs, including reductions in the employer's contribution to the Central Provident Fund.

    Sets forth the National Wages Council recommendations for annual wage adjustments. These recommendations include an economic analysis of Singapore's economic performance in 1997 with regard to the labour market, productivity, and cost competitiveness. Recommends that wage adjustments be implemented in conjunction with wage restraint, containment of non-wage costs, productivity improvement, and employability training.

    Sets forth the recommendations of the National Wages Council regarding wage increases. Inter alia, the guidelines recommend that wage increases be moderated in view of projected slower economic growth. The NWC also recommends a dollar quantum wage increase, a variable payments system (bonuses based on company performance), a base-up wage system which sets wages according to merit and not seniority, more investment in training, stepped-up recruitment of women and older workers, and greater participation in co-payment schemes for medical expenses.

    Regulates wages, overtime pay, paid leave, holidays, sick leave and maternity leave for part-time employees.

    Makes numerous amendments to the Employment Act (Chapter 91 of the 1985 revised edition). Inter alia, amends definition of "domestic worker" to include drivers and gardners. S. 18 of the principal Act is amended by inserting a provision providing employment protection in the case of an enterprise takeover. Also substitutes s. 68 of the principal Act, prohibiting the employment of children except in family undertakings and "light" work in a non-industrial enterprise. Inserts a new subsection 84(2) relating to penalties for unfair dismissal, and inserts a new Third Schedule regulating the calculation of gross and basic rates of pay of an employee employed on a monthly rate or on piece rates. Finally, makes numerous technical amendments to the Industrial Relations Act (Chapter 136 of the 1985 revised edition).

    Under the authority of the Employment Act (Chapter 91), the Employment (Salary of Employees) Notification provides for s.33, Part IV and s.115 of the Employment Act to apply to other employees who are in receipt of a salary not exceeding $ 1,500 a month. It cancels the Employment (Salary of Employees) Notification 1980.

    Pursuant to the Enlistment Act (Chapter 93), Regulation 5 of the Enlistment (Loss of Salary and Wages -- Reimbursement) Regulations 1978 is deleted and replaced as to the amount of reimbursement allowable to a self-employed person who is required to perform military service.

    Repeals and replaces ss. 48 to 50 of the Employment Act (Ch. 91 of the 1985 Revised Edition) in regard to payment of annual wage supplements and other variable payments, the power of the Minister to make recommendations for wage adjustments, and interpretation of the terms "annual wage supplement", "variable payment" and "wages" for purposes of the Industrial Relations Act (Ch. 136; LS 1968-Sin. 2). Negotiations may be based on the Minister's recommendations under s. 49 of the Employment Act (LS 1968-Sin. 1).
