    Makes a number of amendments to the Merchant Shipping (Safety Convention) Regulations. In particular it introduces of the International Code on Intact Stability making mandatory for all ships constructed on or after 1 July 2010 to comply with it. Adds a new provision in Chapter II-1 (Construction ¿ Structure, subdivision
    and stability, machinery and electrical installations) is introduced to provide a methodology for alternative design and arrangements for machinery and electrical installation. Provides for enhanced lighting and fire detection and fire alarm systems provisions for passenger ships. Also adds a new provision in Chapter III (Life-saving appliances and arrangements) to provide a methodology for alternative design and arrangements for life-saving appliances and arrangements.

The Port Authority may cancel the registration of any seafarer suffering from a disease or disability rendering him unfit for work.

    Under the Merchant Shipping Act, Reg. 8 of the Merchant Shipping (Registration of Ships) Regulations 1981. Reg. 8 repealed and replaced by a new Reg. 8 which provides that foreign owned ships shall not be registered unless they are propelled by mechanical means, are at least 1600 gross tons, and, if over 17 years of age, the Director is satisfied that the ship is in satisfactory condition.

No non-exempt vessel may leave port without a port certificate (s. 24). Repeals ss. 337, 337A, 339, 340, 341, 352 and 343 of the Merchant Shipping Act (Ch. 172).
