    Decree No. 95 on the attribution of compensatory payments to workers of enterprises, institutions and organizations who are laid off.

    Annexed is a temporary regulation adopted by a tripartite committee in charge of social and labour relations. The regulations aims at ensuring a material basis to workers in difficult situation due to the deterioration of the financial situation of enterprises for objective reasons independant of their management in order to prevent dismissals. Other provisions fix in detail the control performed by the employment services.

    Provides for the competency of the Russian Federation in the field of medical training (sect. 5) and of the local authorities in the field of rehabilitation of the disabled, job placement (sect. 8). Includes provisions relating to private medicine. Provides for a free socio-medical assistance within Public Health system, a complementary assistance within facultative health insurance, the right to 3 days of unpaid annual leave without medical certificate (sect. 20). For several professions are provided for obligatory medical examinations, a declaration of definitive or temporary loss of working capacity, the employer's responsibility. Also provides for paid leave for pregnant women (in the event of their child's illness), for mothers of minors less than 15. Contains provisions relating with social protection of doctors and chemists and with the performance of their profession.

    Ordinance No. 5090-I of 3 June 1993 on the basic orientations of the State policy for the youth (Text No. 903).

    Contains the highlines of the policy in this period of "social and economic transformation of the society", especially the adoption of "economic and social guarantees in the field of youth labour and employment". Specifies that these measures concern persons between 14 and 30.

    Act No. 4531-I on displaced persons in necessity (Text No. 427).

    Fixes the legal status of persons in necessity and legal, economic and social guarantees of their rights protection, especially concerning labour under contract and the activity of entrepreneur, assistance to State bodies in the fields of employment, upgrading, vocational training, including in the event of unemployment. Provides for a special assistance to old and disabled persons. The body in charge of these matters is the Federal Service for Migrations in Russia in cooperation with other government, local and social institutions.

    Decree No. 1157 of 2 October 1992 on complementary measures of State assistance to the disabled.

    Contains provisions relating to free attribution or for a special price of drugs and transport tickets, prolongation of work disablement periods, various priorities granted to disabled children or to children whose parents are disabled.

    The Fund is managed by the government with the assistance of trade unions. It finances benefits for temporary working disability, maternity, care of the newborn until 18 months, occupational diseases of workers and members of their families and spa treatments.

    Contains many modifications on the granting of old age benefits (according to the accomplished work, length of service, to workers living abroad), and of disability benefits.

    Procedure of presentation of documents and of fulfilment of necessary formalities to receive a pension.

    Provides that the application for a pension (old age, disability, retirement, survivor's) must be done via the enterprise, institution, etc, within which the worker has accomplished his last work period. Contains a list of documents to be presented to the social protection body concerned which would take a decision "on the basis of a multiform, complete and objective examination" of the application.

Annexed is the text of the Regulations according to which the Fund is a financial and banking body in charge of insurance contributions, of control operations, etc
