Cet organisme est composé de représentants, en nombre égal, des syndicats, des employeurs et du gouvernement. Il est chargé de créer un cadre juridique et institutionnel nécessaire à la réalisation du dialogue social et de collaborer à l'élaboration de la législation tendant à institutionnaliser un Conseil économique et social. En annexe: règlement concernant l'organisation et le fonctionnement du secrétariat qui prévoit notamment l'assistance technique de la CEE.
