Cet accord s'applique aux "travailleurs" d'un pays au service d'un employeur de l'autre pays sur la base d'un contrat de travail conclu entre les deux parties et aux "spécialistes" recrutés aux termes d'un contrat conclu entre les deux pays. Il est conclu pour une durée de trois ans, puis sera reconduit tacitement. La loi du pays d'accueil l'emporte (art. 1er). Une demande préalable de visa doit être effectuée. Le séjour est d'une durée maximale d'un an et peut être prolongé jusqu'à 18 mois dans certains cas particuliers. Le travaileur migrant ne peut occuper que l'emploi prévu. Les organes responsables sont le Service fédéral de Russie pour les migrations et le ministère du Travail et de la Politique sociale de Pologne. La protection sociale est assurée par le pays d'accueil (art. 7). Les périodes de services accomplis dans le pays d'accueil sont prises en compte par le pays d'origine (art. 16). En cas de maladie ou d'accident, le ministère de la Santé publique russe et le ministère de la Santé publique et de la Protection sociale de Pologne sont les organes responsables. Le transfert du salaire et des autres biens du travailleur d'un pays à l'autre est en principe autorisé (art. 15). L'impôt sur le salaire est dû dans le pays d'accueil. Les spécialistes recrutés aux termes d'un contrat entre les deux pays font l'objet d'un régime particulier. Leur contrat est conclu conformément à la loi du pays sur le territoire duquel le contrat est signé par les parties. Leur séjour ne peut dépasser deux ans en principe, mais peut être prolongé de six mois. Seuls sont pris en compte les travaux "exigeant une haute qualification".

Provides for Poland's political integration into Europe and its economic rapprochement with the European Union. In particular, envisages the establishment, over a period of ten years, of a free trade area, within which there shall be a free movement of goods, persons and companies, and services. Special provisions govern the movement of capital, competition, approximation of laws, investment promotion and protection, and a number of other issues. Chapter I of Title IV deals with the movement of workers. The treatment accorded to workers of Polish nationality legally employed in the territory of a member State shall be free from any discrimination and the legally resident spouse and children of such a worker shall have access to the labour market.
