    Defines cases in which teachers' mandatory weekly number of working hours can be reduced. This can occur for reasons of continuing education, research activities, research commissioned by bodies in charge of pedagogical supervision, or particular working conditions in schools. The reduction and extent of the mandatory number of weekly working hours can be authorized by the school's headmaster in agreement with the executive body of the school. The reduction can be cancelled at any time if the reasons for which it was authorized cease to exist.

Regulates working conditions, remuneration and training, financial aspects of continuing education and training for teachers, as well as health care standards. Also regulates disciplinary accountability of teachers.

    Repeals the Act of 27 Apr. 1972 to promulgate a Charter of teachers' rights and obligations.
