The objective of amendment is to regulate aspects linked to social security protection of farmers helpers during the period of harvests: new sub chapter has been introduced:
7a Agreement for assistance in harvest: does not fall into labour contracts category regulated by the Labour code, however is treated accordingly to the civil code regulations on agreement. New form of agreement is therefore created. Helper is subject to sickness, accident and maternity insurance.

Provides for a major change of the agricultural land ownership, use and management as well as in the structure of the farming real estate market. Redefines the territorial structure of farms, counteracts excessive concentration of agricultural real estate, and ensures that agricultural activity is performed by appropriate persons. Inter alia, prevents that farming land is purchased by foreigners or by nationals with no farming education and grants leaseholders a preemption right. Establishes a National Farming Real Estate Agency, acting on behalf of the Ministry of State Treasury, having a preemption right as well as market regulation powers, in particular the right to intervene in land price determination and real estate transactions.

As a general rule, the basis for the calculation of health insurance contributions for farmers is the farmer's income as declared to the relevant Farmer's Social Insurance Fund. The aforesaid contributions are submitted on a monthly basis. Made under the 6 February 1997 National Health Insurance Act.

Defines groups of persons insured by the social security scheme entitled to social insurance benefits in case of sickness and maternity. Such groups include persons working on the basis of agency or mandate contracts as well as members of agricultural production cooperatives and their relatives. The basic scale of social insurance benefit shall consist of the average monthly income calculated on a period of 12 months during which the person concerned was insured prior to the month in which entitlement to social insurance benefits becomes effective, or, for a shorter period, on the actual period of time in which the person was insured.
