Aim of the Act is to lower social insurance contributions for self-employed and small business owners. The level of social contributions is linked to yearly income and to qualify for reduced contribution rate, income should not exceed 30 times of minimum salary of previous calendar year.

Penalties arising from unpaid social insurance contributions for the period 1st January 1999 till 28th February 2009 may be cancelled upon the request of the concerned person. The time frame for submitting relevant applications is 24 months starting from the entry in force.

Order No. 256 of 8 April 1997 of the Council of Ministers concerning the appointment of the government representative for the introduction of the national health insurance.

Establishes the office of the governement representative for the introduction of the national insurance scheme. The office shall be part of the Ministry of Health and Social Welfare and supervised by the Prime Minister. The representative shall be in charge of implementing measures as stated in the Act of 6 February 1997 on national health insurance, initiating and coordinating works related to drafting of regulations to implement the Act on the national health insurance, analysing and assessing the legal, organizational and economic solutions in the field of health insurance, as well as taking other steps toward effective functionning of health insurance. The representative shall submit assessments of and yearly reports on his activity to the Prime Minister. Expenses in relation with the office of the government representative shall be paid from the State budget.

Order No. 51 of 4 February 1997 of the Council of Ministers on the government representative for the reform of the social security.

Establishes the office of the government representative for the reform of the social security system. The representative shall be the Under-Secretary of State whithin the Office of the President of the Council of Ministers. His duties shall include, inter alia, the setting-up of the agenda of the preparation works for the reform of the social security system and initiating and co-ordinating of works on the reform-related draft legislation. The representative shall submit such drafts to the Council of Ministers for assessment in consultation with the Minister of Labour and Social Policy. The representative shall submit to the Council of Ministers assessments, expert opinions, proposals and yearly reports within his field of competence and expertise. Expenses connected to the work of the representative shall be financed from the State budget.

Proclamation of the Minister of Labour and Social Policy to publish a consolidated reprint of the order [of 29 January 1990] of the Council of Ministers concerning amounts and calculation basis of social security benefits, social security reporting, and accounting for social security contributions and payments (Text No. 330).

Provides that social security contributions are payable by the worker at a 45% rate, the remainder being borne by the employer. The worker's contribution may by decreased by 7 % in case of partuculary arduous working conditions. Also applicable to certain other categories of persons such as self-employed workers, lawers, artists, diplomats, etc.
