The Act incorporates the Directive 2014/50/UE into Polish legal system. Amendments facilitate migrant EU workers participation in occupational pension schemes. The upper length limit for obtaining pension entitlements is three years.

The objective of amendment is to regulate aspects linked to social security protection of farmers helpers during the period of harvests: new sub chapter has been introduced:
7a Agreement for assistance in harvest: does not fall into labour contracts category regulated by the Labour code, however is treated accordingly to the civil code regulations on agreement. New form of agreement is therefore created. Helper is subject to sickness, accident and maternity insurance.

The below amendments are related to the increase in retirement age:
Article 1. Amendments to the Act of 17 December 1998 on Old-Age and Disability Pensions from the Social Insurance Fund. Incorporates changes in regard to the increase in the retirement age. Par. 24 added section 1a and 1b dealing with adjusted retirement age for women and men respectively for different age groups. Further amendments regulate the method of pensions from the Social Insurance Fund calculations and entitlement to such benefit.

Article 2. Amendment to the Act of 20 June 1985 on prosecutor's office. Deals with professional activity when reaching the retirement age of 67, in this case carrying on with duties is subjected to the general prosecutor's approval. Similar approvals are required in Military Prosecutor's office.

Article 3. Amendments to Act on the Social Security Scheme for Farmers. Incorporates changes with regard to the increase of the retirement age. Adds new sub-sections 19(1a) and (1b) dealing with adjusted retirement age for women and men respectively born in different years.

Article 4. Amendments to the Act of 18 February 1994 on retirement of police officers, Internal Security Agency, Intelligence Agency, the Military Counter-intelligence Service, the Military Intelligence Service, the Central Anti corruption Bureau, the Border Guard, the Government Protection Bureau, State Fire Service and the Prison Service and their families. When computing the retirement entailments the periods of disabled benefits allowance is to be included in the calculation.

Article 5. Amendments to the Act of 21 August 1997 concerning Military Courts. Makes changes to the retirement age concerning judges.

Article 6. Amendment to the Act of 13 October 1998 on the social insurance system. Makes changes in relation to the increase in retirement age.

Article 7. Amendments to the Act on Common courts.

Article 8. Amendments to the Act of 30 October 2002 on benefits in case of occupational accident or disease occurring in particular circumstances. Calculation of the spending for occupational accident prevention.

Allows all individuals to open an individual pension account (IKE) so long as they are employed. Individuals will be able to open these accounts in either banks, broking houses, investment funds or social security offices. Each person will be entitled to only one account and may pay up to 150% of average national monthly salary into the account each year.

Also allows the transfer of ressources from the IKE into employee pension schemes and vice versa. Individuals may make withdrawals from IKE's without paying any tax on the savings if they are over the age of 60, or if they are at least 55 and have taken early retirement. Savings must have been held in the account for at least five years before they are withdrawn, although this period is shorter in the case of older people.

Concerns pension arrangements at company level. Sets out a framework that will be filled in by detailed rules, to be established by company agreements. Provides that companies must ensure that at least 50% of employees have the right to participate in the company scheme. The only exception concerns companies that employ more than 500 people, where the minimum is reduced to one-third of employees. A person employed by several employers may have only one company pension arrangement. The agreement setting up a sheme should be signed by the employer and employees at company level and include basic rules of the scheme, conditions of participation and withdrawal and ways in which the resources will be managed. Employees will pay in a basic amount, which may not exceed 7% of salary, plus optional additional contributions. These additional contributions may be up to 450% of the monthly national average salary. It shall be possible to suspend pension programmes under exceptional circumstances, such as a difficult financial situation for the company. Such a step would need to be agreed between the employer and the employees.
