Aim of the Act is to lower social insurance contributions for self-employed and small business owners. The level of social contributions is linked to yearly income and to qualify for reduced contribution rate, income should not exceed 30 times of minimum salary of previous calendar year.

The Act incorporates the Directive 2014/50/UE into Polish legal system. Amendments facilitate migrant EU workers participation in occupational pension schemes. The upper length limit for obtaining pension entitlements is three years.

The objective of amendment is to regulate aspects linked to social security protection of farmers helpers during the period of harvests: new sub chapter has been introduced:
7a Agreement for assistance in harvest: does not fall into labour contracts category regulated by the Labour code, however is treated accordingly to the civil code regulations on agreement. New form of agreement is therefore created. Helper is subject to sickness, accident and maternity insurance.

The goal of the Act is to reset retirement age: 60 years old females, 65 years old males.
Amendments to subsequent Acts concern resetting of retirement age at that level.

Those who are not eligible for unpaid medical services, will no longer pay for primary health care, even if they make false statements about their entitlements.
The amendment also specifies an additional deadline for the eligible family members to apply for health insurance.

Penalties arising from unpaid social insurance contributions for the period 1st January 1999 till 28th February 2009 may be cancelled upon the request of the concerned person. The time frame for submitting relevant applications is 24 months starting from the entry in force.

The below amendments are related to the increase in retirement age:
Article 1. Amendments to the Act of 17 December 1998 on Old-Age and Disability Pensions from the Social Insurance Fund. Incorporates changes in regard to the increase in the retirement age. Par. 24 added section 1a and 1b dealing with adjusted retirement age for women and men respectively for different age groups. Further amendments regulate the method of pensions from the Social Insurance Fund calculations and entitlement to such benefit.

Article 2. Amendment to the Act of 20 June 1985 on prosecutor's office. Deals with professional activity when reaching the retirement age of 67, in this case carrying on with duties is subjected to the general prosecutor's approval. Similar approvals are required in Military Prosecutor's office.

Article 3. Amendments to Act on the Social Security Scheme for Farmers. Incorporates changes with regard to the increase of the retirement age. Adds new sub-sections 19(1a) and (1b) dealing with adjusted retirement age for women and men respectively born in different years.

Article 4. Amendments to the Act of 18 February 1994 on retirement of police officers, Internal Security Agency, Intelligence Agency, the Military Counter-intelligence Service, the Military Intelligence Service, the Central Anti corruption Bureau, the Border Guard, the Government Protection Bureau, State Fire Service and the Prison Service and their families. When computing the retirement entailments the periods of disabled benefits allowance is to be included in the calculation.

Article 5. Amendments to the Act of 21 August 1997 concerning Military Courts. Makes changes to the retirement age concerning judges.

Article 6. Amendment to the Act of 13 October 1998 on the social insurance system. Makes changes in relation to the increase in retirement age.

Article 7. Amendments to the Act on Common courts.

Article 8. Amendments to the Act of 30 October 2002 on benefits in case of occupational accident or disease occurring in particular circumstances. Calculation of the spending for occupational accident prevention.

Article 9. Amendments to the Act on Supreme Court.
Article 10. Amendments to the Act of 20 April 2004 on promotion of employment and on labour market institutions, related to the retirement age elevation.
Article 11. Amendment to the Act of 30 April 2004 on early retirement.
Article 12. Amendments to the Act on funded pensions.
Article 13. Amendments to the Act of 19 December 2008 on Bridge Pensions.
Article 14. Amendments to the Act of 22 May 2009 on the teachers' compensation benefits.

The Regulation sets out:

2) detailed conditions and procedures of granting one-time funding by the local authority (staroste) to start an economic activity from the Labour Fund to:
a) unemployed persons;
b) graduates from the Centre of Social Integration;
c) graduate from the Social Integration Club;
3) forms of securing the fund repayment to the Labour Fund in case of non-compliance with the grant agreement.

The Act introduces following amendments:
Article 1 makes amendments to the Penal Code §1a by adding person who maliciously or persistently violates the employee's rights derived from the employment relationship or social security can by fined or imprisoned for up to 2 years. The same restriction apply for the persons not obeying relevant court ruling with respect to re-employment or payment of wages or other benefits derived from employment relationship.
Article 2. makes amendments to the Act on the social insurance system. In case of unpaid social security contributions by the employer, the Social Insurance can fine the employer with additional contributions.
