    This Act provides for the rehabilitation, self-development and self-reliance of disabled persons and their integration into the mainstream of society. Title Two, entitled "Rights and Privileges of Disabled Persons", deals with the employment, education, health care, social services, access to telecomunications, access to buildings and transportation, and political and civil rights of disabled persons. Title Three prohibits discrimination against disabled persons in employment, transportation, and in public accomodation and services.
