    Amends Executive Order No. 126 on the reorganization of the Department of Labor. In particular, amends s. 22 of that Order in relation to the National Conciliation and Mediation Board by creating the Tripartite Voluntary Arbitration Advisory Council which shall be attached to it.

    The powers and functions set forth include the regulation of private sector participation in the recruitment and overseas placement of workers by setting up a licensing and registration system, protection of the rights of Filipino workers for overseas employment in regard to fair and equitable recruitment and employment practices, promotion and protection of their well-being overseas and institution of a system for ensuring the fair and speedy disposition of complaints.

    Sets forth the terms of the reorganization and the mandate and functions of various bodies. States national policy as the pursuit of a private-sector based growth strategy (s. 1). Inter alia, calls upon the Department to create, in co-ordination with the Department of Labor and Employment, a centre which will provide assistance to the public in relation to industrial relations (s. 3(v)).

    This Order sets forth the policy, mandate and objectives of the Ministry, as well as its powers, functions and administrative structure. It lists the Bureaus and agencies which continue to be attached to or from part of the Ministry. It also provides for the creation of a Center for Labor Studies, a Bureau of Labor and Employment Statistics and a National Conciliation and Mediation Board (which absorbs the conciliation, mediation and voluntary arbitration functions of the Bureau of Labor Relations). The functions of each appear in the Order. Sec. 16 states that the International Labor Affairs Service shall be responsible for the observance and implementation of all obligations, courtesies and facilities required by international labour affairs, particularly the ILO, inter alia.
