    Department Order No. 149, Series of 2016 (Guidelines in Assessing and Determining Hazardous Work in the Employment of Persons Below 18 Years of Age) issued on 15 February 2016 enumerates the different work and activities declared hazardous for persons below 18 years of age using the industry classification under the Philippine Standard Industrial Classification and the occupational classification under the Philippine Standard Occupational Classification. It provides that social partners such as labor organizations, federations, employers’ organizations and other non-government organizations will be tapped to assist the DOLE in the dissemination and in monitoring the implementation of the Guidelines. Department Order No. 149, Series of 2016 supersedes Department Order No. 4, Series of 1999 (Hazardous Work and Activities to Persons Below 18 Years of Age). Department Order No. 149-A, Series of 2017 amended the Guidelines particularly work and activities under Farmers and Other Plant Growers and Animal Producers occupational classifications.

    Amends sections 2, 12, 13, 14, 16 and 27 of Act No. 7610.

    Provides that, except in certain strictly enumerated cases, children below 15 years of age shall not be employed (section 2) and if they are, sets limits to their hours of work (section 3). Sets forth limits to hours of work of children between 15 and 18 and prohibits night work (section 3).

    Provides for a definition of the "worst forms of child labour" and prohibits employment of children in these forms of work (section 3).

    Also regulates access to education and training for working children (section 4).

    Adds a new section providing for jurisdiction, exceptions from filing fees and access to immediate legal, medical and psycho-social services.

    Provides for the establishment of Family Courts in every province and city. Sets forth required qualifications for Family Court judges and the jurisdiction of courts, which shall include matters regarding juvenile crime, domestic violence, custody, and child abuse.

    The Act creates the National Youth Commission and establishes a national policy on youth entitled "National Comprehensive and Coordinated Program on Youth Development". It also establishes a Parliament of Youth Leaders which is to be made up of delegates chosen by the Commission and is to present its proceedings, declarations and resolutions to the Commission.

    This Act provides for stronger deterrence and special protection against child abuse, exploitation and discrimination. It is divided into 13 Articles and 36 sections. Article II establishes a program on child abuse, discrimination and exploitation. Article III, IV, V and VI prohibit trafficking in children, the use of children for obscene publications and indecent shows, child prostitution, sexual abuse, and other acts of neglect, cruelty, abuse and exploitation that are prejudicial to the child's development. Article VII provides sanctions for establishments or enterprises associated with the above, including their closure for at least one year. Article VIII regulates the employment of children under the age of 15. Articles IX and X protect children of indigenous cultural communities, and children in situations of armed conflict. Articles XI and XII provide remedial procedures and penalties.

    Issued by the Secretary of Labor and Employment under s.13 of the Wage Rationalization Act. Provides for wage increases and includes formula for determining equivalent monthly statutory minimum wage rates. Chapter I contains provisions on workers paid by results (s.9), wages of apprentices, learners and handicapped workers (s.10), effects on existing wage structure (s.16), inspection and complaints (ss.17,18), payment of wages (s.19), exemptions (s.15). Chapter II governs the National Wages and Productivity Commission and the Regional Tripartite Wages and Productivity Boards. Chapter III deals with minimum wage determination. The National Wages Council and the National Productivity Commission established under Executive Orders Nos. 614 and 615 are abolished.

    Section 2: "The Ministry of Social Services and Development shall provide suitable programs for the full rehabilitation of the minors under its custody ... [including] appropriate training for work-skills to prepare them for a decent living". The Ministry is to notify the mayors of cities and municipalities of the business establishments used or allowed to be used for prostitution and petition for their closure (s. 6).
