    Provides for the formulation of a Social Reform Agenda (SRA) as part of the National Anti-Poverty Action Agenda which shall seek to redress social inequality. The SRA shall address issues of access to basic services (education, health care, housing), distribution and management of resources, and ecological dimensions of sustainable development. Sector-specific flagship programmes shall address the concerns of farmers, fishermen, indigenous peoples, casual workers, the urban poor, and disadvantaged groups such as women, youth, the elderly, and persons with disabilities. Establishes a national Anti-Poverty Commission which shall implement the above policy, and a People's Development Trust Fund to finance micro-finance programmes.

    Provides for the transformation of designated areas into developed commercial zones to encourage foreign investment. There shall be three types of special economic zones (to be known as ECOZONES): industrial estates shall be sites for commercial production; export processing zones shall facilitate export production; and free trade zones shall allow the processing of materials for re-export without being subject to import duties. Lists areas which shall be declared as zones, and sets forth criteria for establishing a zone. Establishes the Philippine Economic Zone Authority Board which shall govern the zones. Conditions of employment in the zones shall be governed by the Philippine Labor Code (q.v.). Provides for a tripartite body to be established to govern industrial relations in the zones, and for a master employment contract for ECOZONE employees. Foreign nationals may not exceed 5 per cent of the workforce.

    These Rules and Regulations amend the Rules implementing Presidential Decree No. 442 (the Labor Code; LS 1974-Phi.1A) in consequence of Republic Act No. 6715. A new Rule XI, on the adjudicatory powers of the Department of Labor and Employment, is incorporated in Book III of those Rules. Rules XI, XII and XIII of Book III are hereby renumbered accordingly. In Book V, the rules are recast in regard to definitions, union registration, representation cases, internal-union disputes, elections, registration of collective bargaining agreements, voluntary arbitration, the labour-management council and picketing, strikes and lockouts. A strike or lockout may be declared in case of a bargaining deadlock or an unfair labour practice, as further defined (Book V, Rule XIII, s. 40). The Rules also govern improved offer balloting and execution of decisions, awards and orders. (LLD-1990/1)

    This Act amends the Labor Code (Presidential Decree No. 442; LS 1974-Phi.1A) to overhaul the law governing strikes and to promote collective bargaining and voluntary dispute settlement. It adds a new Title VII-A, "Grievance machinery and voluntary arbitration," to the Code. Fresh provision is made for the National Labor Relations Commission, which is empowered, inter alia, to review cases decided by "labor arbiters". The Bureau of Labor Relations is charged with registering "legitimate trade unions", whose rights are spelled out, and maintaining a file of collective agreements. The amendments set forth procedures to follow in collective bargaining, and increase the term of agreements from three to five years. An employee in regular employment is not to be dismissed except for just cause or as authorised by the new provisions. Written notice of termination is henceforth required. Finally, the Act strengthens protections for wage claims in case of bankruptcy. (LLD-1990/1)
