    Provides that "on the commencement of this Act, the bonded labour system shall stand abolished and every bonded labourer shall stand freed and discharged from any obligation to render any bonded labour" (s. 3(1)).

    Repeals the Bonded Labour System (Abolition) Act, 1992 (Act No. III of 1992) to the extent that it applies to Khyber Pakhtunkhwa.

    Stipulates that provincial governments establish one or more authorities to deal with cases of restoration of property of bonded labourers, and confer upon every district magistrate the power to inspect work places where a system of bonded labour is suspected. Provincial governments shall also establish Vigilance Committees with the purpose of ensuring the enforcement of the Bonded Labour System (Abolition) Act, as well as a fund to finance programmes to assist bonded labourers.

    This Act abolishes the bonded labour system in Pakistan, and discharges all bonded labourers from any obligation to render such labour. All property forcibly taken by creditors for the recovery of bonded debt must be returned, and encumbrances relating to bonded debt are no longer valid. Vigilance Committees at the District level, composed of representatives of government, social services, lawyers and journalists are to supervise its implementation, assist the rehabilitation of freed bonded labourers, and provide them with assistance to achieve the objectives of the law. Those persons contravening the Act are subject to imprisonment of two to five years, or a fine of fifty thousand rupees, or both. The Act is also published in Eastern Worker, 1992-06, Vol. 32, Nos. 6 and 7, pp. 8-13.     Throught the Punjab Bonded Labour System (Abolition) (Amendment) Act 2012 (XXIV of 2012), the Act was amended to apply the Act specificually to the province of Punjab.

    An Ordinance to provide for the abolition of the system of Sardari and for matters ancillary thereto. A "Sardar", "Tumandar" or chief of a tribe is a person who, under any custom or usage or otherwise could obtain free labour from other persons or compel them to work against their will.
