Establishes that an employer commits an offence against this act if, without reasonable excuse, he or she allows a person who is not entitled under this act to undertake employment in the employer's service to undertake that employment. Makes provision for offence of exploitation of people not legally entitled to work. Also regulates deportation and detention of unlawful employees.

Adds a new s. 34A to provide for limited purpose visas, and substitutes Part II which regards the removal of persons unlawfully residing in New Zealand. Inserts a new Part IVa which provides for special procedures in cases involving immigrants who pose a national security threat, and also adds new Part VIa regarding determination of refugee status.
