The purpose of the Act is to promote and protect the interests of consumers receiving immigration advice, and to enhance the reputation of New Zealand as a migration destination, by providing for the regulation of persons who give immigration advice.

Amends Section 13 of Immigration Act 1987. Establishes that Chief executive may give general instructions as to order and manner of processing applications for visas and permits. Also provides for validation of processing, and lapsing, of applications.

Amends Immigration Act 1987. Establishes that an employer commits an offence against this act if, without reasonable excuse, he or she allows a person who is not entitled under this act to undertake employment in the employer's service to undertake that employment. Makes provision for offence of exploitation of people not legally entitled to work. Also regulates deportation and detention of unlawful employees.

Revokes and replaces Immigration Regulations 1991 and the various amendments to those regulations. Substantive changes to existing regulations are made in the following areas: limited purpose visas and permits, new removal provisions, bonds, and fees.

Amends the Immigration Act 1987. Adds a new s. 34A to provide for limited purpose visas, and substitutes Part II which regards the removal of persons unlawfully residing in New Zealand. Inserts a new Part IVa which provides for special procedures in cases involving immigrants who pose a national security threat, and also adds new Part VIa regarding determination of refugee status.

Amends the Immigration Act 1987 to provide for the imposition of a levy on persons issued a residence visa or permit. Funds so raised shall finance programmes for the settlement of migrants.

Provides that certain persons are not eligible for exemption of permit, temporary permits are to be granted for the purposes of the Mutual Assistance in Criminal Matters Act 1992, and that there shall be a revocation of temporary permits granted and removal orders where temporary temporary permits have been granted for the purposes of the Mutual Assistance in Criminal Matters Act 1992.

Part 3 makes provisions for deportation of persons threatening national security, and suspected terrorists; Part 4 for deportation of criminal offenders. Part 5 regulates appeals. Part 6 governs arrivals and depatures; Part 6a refugee determinations. Part 7 contains miscellaneous provisions.
