    PART 1 - SUBSTANTIVE AMENDMENTS
    The substantive amendments in this Part are for purposes that includeż
    (a) introducing new benefit categories (sole parent support, supported living payment, and jobseeker support); and
    (b) providing for new obligations (obligations to work with contracted service providers, social obligations of certain beneficiaries with dependent children, and, for work-tested beneficiaries, new work test obligations that are drug test obligations); and
    (c) providing for, or adjusting provisions on, other matters (including the effect on a benefit of a warrant to arrest a beneficiary, when beneficiaries can be paid a benefit while overseas, backdating benefits, benefit end dates, and expiry and re-grant of specified benefits); and
    (d) making clearer the principal Act's structure (see section 62 and Part 1 of Schedule 2), by reorganising headings, and by relocating section 53A (which gives a right of appeal to a medical board on medical grounds against specified decisions).

    Makes provision for system for compulsory care and rehabilitation of persons who have intellectual disability and who have been charged with, or convicted of, offence. Divided into 11 parts. Part 1 (s. 2-10) contains preliminary provisions. Part 2 (s. 11-14) sets forth principles and general duties. Part 3 (s. 15-28) deals with needs assessment and care and rehabilitation plans. Part 4 (s. 29-46) regulates compulsory care and rehabilitation of inmates and former special patients. Part 5 (s. 47-71) provides for status and rights of care recipients. Part 6 (s. 72-94) regulates reviews of conditions and status of care recipients. Part 7 (s. 95-108) makes provision for inspection and inquiries. Part 8 (s. 109-115) deals with authority to take and detain care recipients. Part 9 (s. 116-135) contains procedural provisions. Part 10 (s. 136-139) regulates relationship with other acts; Part 11 (s. 140-150) administration.

    Access Training Scheme Act. No. 108.

    This Act provides for the establishment of the Access Training Scheme, which is intended to promote and assist (financially and otherwise) the provision of courses for the training of unemployed persons and others in vocational and personal skills required for employment or required for more specialised vocational training. It also calls for Regional Employment and Access Councils to be set up. Part III of the Act spells out the functions and powers of Councils. It permits, inter alia, implementation of the Scheme "in a manner that assists or advances persons or groups of a particular race, sex or marital status, if those persons or groups need or may reasonably be supposed to need, assistance or advancement in order to compete for employment on an equal basis with other members of the Community". (s. 22). Amends, inter alia, s. 2(2) of the Labour Department Act 1954 to add references to the Scheme.

Numerous amendments, inter alia, to ss. 179, 180 (employment of persons in mines), 181 to 183 (medical examinations), 191 to 203 (safety in mines) and 204 to 215 (accidents in mines), and repeals the Mining Act 1926 (LS 1926 - NZ 1), as amended, and the Mining Amendment Act 1948 (LS 1948 - NZ 1), as amended.
