    Due to the health and economic emergencies caused by the Covid-19 pandemic, the Economic Sustainability Committee was established on 30 March 2020. Their terms of reference were to:
    (i) Develop a clear Economic Sustainability Plan in response to challenges posed by the COVID-19 Pandemic;
    (ii) Identify fiscal measures for enhancing distributable oil and gas revenue, increasing non-oil revenues and reducing non- essential spending, towards securing sufficient resources to fund the plan;
    (iii) Propose monetary policy measures in support of the Plan;
    (iv) Provide a Fiscal/Monetary Stimulus Package, including
    support to private businesses (with emphasis on strategic sectors most affected by the pandemic) and vulnerable segments of the population;
    (v) Articulate specific measures to support the States and FCT;
    (vi) Propose a clear-cut strategy to keep existing jobs and create opportunities for new ones; and
    (vii) Identify measures that may require legislative support to deliver the Plan.

    Establishes an Oil and Gas Export Free Zone and an Oil and Gas Export Free Zone Authority. S. 20 requires non-Nigerians to have a work permit to work in the Zone; s. 23 provides that enactments applying to customs territories apply to the Zone.

    Les Etats membres (Côte d'Ivoire, Sénégal, Ghana, Gambie, Bénin, Guinée, Guinée-Bissau, Mauritanie, Niger, Burkina Faso, Nigéria, Libéria, Sierra Leone, Mali et Togo) s'engagent à abolir tous les obstacles à la liberté de circulation et de résidence à l'intérieur de la Communauté (art. 27.1) et à dispenser, par accords mutuels, les citoyens de la détention de visa touristique et de permis de résidence. Les Etats membres permettront aux ressortissants de la Communauté d'exercer des activités commerciales et industrielles sur leur territoire (art. 27.2).

    Nigeria Export Processing Zones Decree 1992 (No. 63 of 1992).

    Establishes a Nigeria Processing Zones Authority, which is responsible for administering any export processing zones. The Authority is also responsible for resolving any labour disputes in the zone in conjunction with the Ministry of Employment, Labour and Productivity (s. 4). There shall be no strikes or lockouts for a period of ten years following the commencement of operations within a zone (s. 18(5)). Repeals Nigeria Export Processing Zones Decree 1991.

    Establishes the National Agricultural Land Development Authority to provide, among other things, strategic public support for land development. Makes provision for membership, functions and funds of the Authority.

    Sets forth list in Schedule of enterprises which shall be exclusively reserved for Nigerians. Provides for enterprise inspection and the regulation of sale and acquisition of enterprises. Sale or transfer of an enterprise shall not be approved unless a workers' equity participation trust is established (s. 6).
