Makes it a criminal offence to enter into or be in a same sex relationship. Prohibits the registration of gay clubs, societies and organisations and the public show of same-sex amorous relationships.

An Act to amend the National Human Rights Commission Act Cap. N46 of the Laws of the Federation of Nigeria, 2004, to provide for, among other things, the independence of the the conduct of the affairs of the Commission, the funds of the Commission to be a direct charge on the Consolidated Revenue Fund of the Federation, establishment of the Human Rights Fund and recognition of and enforcement of the awards and recommendations of the Commission as decisions of the High Court.

Empowers the National Electoral Commission to make guidelines governing political parties and to dissolve or proscribe any political association. Prohibits political parties from maintaining associated quasi-political organizations and to receive or maintain funds outside of Nigeria. Schedule I sets forth fundamental objectives and directive principles of state policy, which include fundamental freedoms, prevention of discrimination, and just and humane working conditions.

Establishes the National Human Rights Commission with the function of dealing with human rights in relation to the Constitution and international instruments on human rights. The Commission shall also investigate cases of human rights abuse and assist victims of human rights violations.
