    Made under Merchant Shipping Act 1951. Deals with various aspects of manning of ships. Inter alia makes provision for responsibility of owner and master, working hours, activities of certified officers, radio personnel, minimum safe manning certificates on board, dispensation, and appointment of master or skipper and chief engineer. Repeals Manning of Ships Regulations 1998.

    Provides for the recognition and establishment of community courts and the appointment of Justices and for clerks and messengers of court.
