Establishes, as prescribed by the Law on Social Insurance, the National Social Insurance Council presided over by the State Secretary of the Ministry of Health and Social Welfare and composed of representatives of the government ministries, agencies, Federation of Trade Unions, trade unions of some specific industries, the Employers Federation and employers of some specific industries.
