Government Resolution Establishing the National Council (No. 170 of 2000).

Establishes the National Council on Implementation of Nationwide Programme on Development of Cooperatives. The Council shall consist of representatives of the government ministries and NGOs.

Adopts Rules for Selection of Leading Cooperative which establish the selection procedure, conditions and requirements to be met by cooperatives for the eligibility for the title of Leading Cooperative. Annex of rules set forth seven Basic Principles of Cooperative Movement in the 21st Century, as endorsed by the Manchester International Cooperative Assembly.

Comprehensive legislation on cooperatives. Chapter I contains general provisions. Chapter II regulates establishment and registration of cooperatives. Chapter III provides for admission to membership, rights, duties and contribution of members, and withdrawal and exclusion from membership. Chapter IV deals with management of cooperative, Chapter V with association of cooperatives, Chapter VI with dissolution of cooperatives, and Chapter VII with liability of cooperatives.
