    Made under the Merchant Shipping Act, the Rules apply to all Maltese seagoing ships wherever they are and to all other ships while they are in Maltese ports as determined by the Convention and to all seafarers serving onboard such ships with the exception of fishing vessels, ships of traditional build, small ships, yachts of non-commercial use and military ships. They implement the MLC 2006.

    Provides regulations governing the movement, transfer, storage and handling of dangerous cargoes, as well as bunker, ballast and tank cleaning operations on ships and marine terminals. Sections 74 and 75 require marine terminal operators to maintain fire and pollution control equipment and resources. Ships belonging to the navy may be exempt from the regulations (s. 97).
