    Sets general provisions, including the purpose of the law, definitions of main concepts and terms (Chapter I); ethical requirements for biomedical research, including, inter alia, vulnerable subjects and protection of their interests, person's consent to participate in research, confidentiality of health information (Chapter II); terms of bio banking activity, including, inter alia, bio banking activity definition, processing of human biological samples and health information, notification of human biological samples and/or health information and of information which is important for a person's health (Chapter III); supervision of conduct of biomedical research, specifying, inter alia, the institutions authorizing the conduct of biomedical research, biomedical research committees (Chapter IV); final provisions establishing the liability for infringements of ethical requirements for biomedical research.

    Implements the Directive 2001/20/EC of the European Parliament and of the Council of 4 April 2001 on the approximation of the laws, regulations and administrative provisions of the Member States relating to the implementation of good clinical practice in the conduct of clinical trials on medicinal products for human use (OJ 2004 special edition, Chapter 13, Volume 26, p. 299).

    In accordance with Article 9 and point 3 of Article 67 of the Constitution and Articles 4, 9, 14 and 15 of the Law "On Referendum", the Seimas resolves:
    to hold a mandatory referendum on the amendment of Articles 9, 47 and 147 of the Constitution of the Republic of Lithuania; to establish that the referendum will be held on 29 June 2014;
    to present for the referendum the draft of the Law amending articles 9 (paras 1, 3), 47 and 147 (para 1) of the Constitution.
    Also establishes, that the Seimas within two months from the adoption of this Law at the referendum, lay down by a constitutional law the procedure for and conditions of the implementation of Article 47 of the Constitution.
    Article 2 of this Law shall enter into force two months after the adoption of this Law at the referendum.

    Para 2 of article 2 provides that "this Law shall not regulate the funding of, and control over the funding of, political parties which under Articles 2 and 3 of Regulation (EC) No 2004/2003 of the European Parliament and of the Council of 4 November 2003 on the regulations governing political parties at European level and the rules regarding their funding (OJ 2004 special edition, Chapter 1, Volume 4, p. 500) are considered to be political parties at European level and whose seats are located not in the Republic of Lithuania".

    Citizens between the ages of 19 and 27 who are unable, on the basis of their beliefs, to serve in the military service shall perform alternative labour service for 2 years (1 year for graduates). To that effect, the Department of National Defense concludes contracts with municipalities, enterprises, institutions and organizations. The employee is entitled to 12 days of holidays and receives 85 percent of the salary they would normally earn, provided that this amount is not less than the minimum living standard determined by the State. If not provided for in this law, employment shall be regulated by labour laws. Available in English.
