    Made pursuant to section 23(1) of the Constitution of Lesotho, the notices declares that a state of emergency exists throughout the Kingdom of Lesotho, in respect of the pandemic caused by COVID-19. Defines essential services, restricts movement of citizens with certain exceptions as stated.

    The Act aims to:
    (a) make provision for free and compulsory education at primary level;
    (b) align the education laws with decentralisation of services;
    (c) make provision for education for all in accordance with
    the provisions of section 28 of the Constitution; and
    (d) clarify roles and responsibilities of persons tasked with
    the administration of education.

    Children must be enrolled in school by the time they are six years old and attendance is compulsory up until the child "reaches such age as may be prescribed by the Minister." (Article 6).
