Amends the title of the principal Act by deleting "Poverty Reduction Fund Act" wherever it appears and replacing it with "Saint Lucia Social Development Fund Act". It also establishes a Board of Directors for the Fund and lists the participants in the board (section 10). Various other related amendments are made to section 2 and 11(3) of the Act.

Provides for the operation of Free Zones in Saint Lucia, and the establishment of a Free Zones Management Authority. Sets forth powers and responsibilities of Free Zone developers. There shall be no restrictions regarding hours of operation of businesses in Free Zones.

Micro and Small-Scale Business Enterprises Act (No. 19 of 1998).

Allows owners of small-scale enterprises to apply for registration as a micro or small-scale business enterprise. Registered enterprises shall qualify for financial relief under the Fiscal Incentives Act, 1974, provided that they are considered to be in a priority area and have achieved significant growth and created employment in the past 2 years, and if they operate in an environment-friendly manner.

La participation de la France est ouverte comme membre associé au titre de la Guadeloupe, de la Guyane et de la Martinique.
