    Article 1: The Law recognizes that peaceful protest is a basic human right under the Libyan Constitutional Declaration as well as International Law.

    Articles 2 and 3: Disallows assemblies which disrupt the functioning of public utilities, which may include roadways or government institutions and the government bears the primary responsibility to maintain public order and to provide public safety.

    Article 4: Provides that all planned demonstrations must have a committee composed by a leader and at least two members whose names must be listed in the notice given to the security directorate and stipulate where the demonstration will be taking place. This committee is under an obligation to maintain law and order during the demonstration and to forbid the delivering of speeches which undermine law and order, morality, or encourage crime.

    Article 5 and 6: Organizers are obliged to send written notice of the date, time, gathering area, set-off-time, route and the time when the demonstration is expected to end and they must inform the authorities of their intentions at least 48 hours in advance and to maintain discipline during the event itself.
    The Articles also gives the authorities unlimited power to arbitrarily adjust the time and place of the assembly.

    Article 7: Forbids the authorities from banning any demonstration,except if the said demonstration is likely to cause public disorder or for any general security reasons.
    In the case of a demonstration being banned, at least one of the organizers must be informed of the decision at least 12 hours prior to the scheduled starting time and a copy of the notification ban must be displayed on the wall of the responsible authorities' building. Where possible, the decision should also be published in local newspapers. Demonstration organizers have the right to make a formal complaint to the Ministry of Interior when the protest is banned for any reason.

    Article 8: Dispersal of a protest that has commenced is permitted merely for failure to comply with minor conditions of the protest.

    Article 9: Prohibits the carrying of weapons during demonstrations.

    Article 10: Imposes criminal sanctions for gatherings in violation of the Law.

    Law No. 23 of 1998 on Trade Unions, Federations and Professional Associations.

    Provides for the right to establish a trade union for persons employed in the same profession or industry, and governs the registration and administration of trade unions and trade union federations. The establishment of more than one trade union or association in the same profession shall not be allowed.

    Law of 1375 b.p. promulgating the Labour Relations Law.

    Article 1 provides that labour relations are to be regulated by the provisions in the attached law. Regulations are to be issued by the General People's Committee and shall contained detailed provisions as set out in the law (Article 2). Repeals Labour Law No. 58 of 1970 and its amendments, Law No. 55 of 1976 on the Civil Service and its amendments as well as Law No. 15 of 1981 on Wage Scales for National Workers and its amendments.

    The following outlines the contents of the attached law:
    Part I: General and Common Provisions; applies to all labour matters [content of Chapters: Employment and Producer's Affairs Office; Organization of Work and Employment; Employment of Women and Young Persons; Leave; Health Care and Social Welfare; Trade Unions and Collective Bargaining; Common Provisions].
    Part II: Partnership Relations; organizes the status of partnerships in economic, trade, industrial and service units and which consist of a group of partners in endeavour, capital or both.
    Part III: Contractual Labour Relations; organizes the situation of the following categories of workers:
    - Workers in companies owned totally or partially by the community.
    - Workers in the private sector with a labour contract.
    - Workers in national or foreign corporations and establishments, and assimilated entities.
    Part IV; Regulation of Labour Relations; organizes the status of workers in public secretariats, sectors, institutions, authorities and boards with the exception of those categories of workers whose status is subject to special rules and regulations according to the terms stipulated in the present Laws and Regulations.

    Law No. 9 of 1985 Concerning Trade Unions

    Regulates the formation of trade unions and other work associations. Allows any and all workers to form trade unions or other work associations. Governs association membership, registration and provides for an association's constitution. Establishes that the assets of unions may be comprised of memebership dues, revenues from activities and from bank loans. Allows municipal governments to regulate and inspect the activities of trade unions. Establishes that the People's General Committes is to make regulations for the purposes of carrying out the law.

    Minister of Labour Decree No. 92/1975 regarding the special circumstances on listing trade unions including the registration procedures and conditions.

    Sets out the procedure for applying to register a trade union as well as the conditions and the offices that deal with it.

    Law No. 107 on Trade Unions, 1975.

    Regulates the establishment of trade unions. Repeals Part IV (Trade Unions) of Act No. 58 of 1970 (the Labour Code).
