Introduces wording changes and new paragraphs, inter alia, in articles 1 (Main concepts used in this law), 5 (Competent state bodies), 6 (Entry permit for foreign citizens and persons without citizenship into the Republic of Kyrgyzstan, their stay in Kyrgyzstan, transit trip and exit from Kyrgyzstan), 8 (Registration of foreign citizens or persons without citizenship), 16 (Reasons for refusal to grant a visa and residence permit); also makes minor changes in articles 21, 22, 23, 29, 30, 31, 32, 33, 34, 38, 46, 47, 48. Rephrases Article 10 (Registration in authorised state body, in the sphere of registration of population), Article 13 (Granting of visas), Article 14 (Reasons for granting visas), Article 17 (Annulment of visa or residence permit), Article 19 (Prescription of departure from the Republic of Kyrgyzstan, administrative and mandatory expulsion from the borders of Kyrgyzstan), Article 43 (Procedure of formation of a general passport), Article 60 (Responsibility for admission to work of foreign citizens or persons without citizenship). Supplements Chapter 1 with new Article 14-1 (Reasons for extending the validity of visas). Repeals articles 11, 63.

Introduces visa free regime for certain countries for 60 days period with the aim to improve investment, tourism and bilateral relations. List of countries, visa free regime is applicable for, is attached to the Law. No labour related clauses, namely right to work within then 60 day period is contained in the Law.

Amends para 2 of the Preamble on legal status of refuges as follows 'The Kyrgyz Republic shall provide all refugees with equal legal status without discrimination as to race, language, gender, ethnicity, religion, age, political or other views, education, country of origin, material or other status, as well as other circumstances'.
Amends Article 1 on Definition of the term "refugee" replacing the phrase 'a person was forced to flee from the place of his habitual residence on the territory of the other state' by the phrase 'a person who out of his/her country of citizenship or the place of his/her habitual residence'.
Amends, inter alia, Article 2 para 6 on Main Definitions of the Present Law and Article 3 on Legislative Acts of the Kyrgyz Republic Governing Refugee Issues.Deletes the phrase Kyrgyz Republic in para 2 of Article 11 on Administrative expulsion from the territory of the Kyrgyz Republic.
