Introduces a list of certain categories of women and minors, also terms, which permit release from criminal liability; sets certain articles of the Penal Code which are not subjected to the possibility of amnesty. Deals with the procedure of application of amnesty to categories of persons enlisted in this law, defining the responsible agencies, bodies.
