    Chapter 2 outlines basic education philosophy and objectives, including: the values of Islam, the belief in the ideals of an Arab nation, the support for the "Palestinian cause," a balance between national and Islamic priciples and an opening into other "universal cultures," and respect of individual liberty and dignity. Sets forth the basic curricula for kindergarten through secondary education, and provides regulations governing Education Ministry staff, teachers and school administrators. Provides for an Education Council with the responsibility of establishing criteria for textbooks and school curricula.
