National Civil Service Law of 2014. - Adoption: 2014-03-19 | Date of entry into force: 2014-03-19 | ISR-2014-L-100288 The Law provides that national civilian service may be either "civilian social" or "civilian security" service.
Although national civilian service is generally to be done within the territory of Israel or in areas under Israel's military control in the West Bank (Judea and Samaria), service abroad may be approved for certain purposes, including assistance to Israelis outside of the state's borders, assistance to those wishing to immigrate to Israel, and aid to Israelis in emergency situations, as well as for the purpose of representing Israel abroad. Service abroad must be arranged with the foreign country where it will be performed; the arrangement should include the provision of entry and residence visas for those fulfilling national civilian service. According to the NCS, service abroad may not be performed in North America or in Western Europe.
The NCS Law clarifies that there will be no employment relationships between persons who perform national civilian service and the operating body where the service is performed. The Law requires servicemen to be compensated for their transportation costs, as well as for their sustenance, at rates determined according to the type of service provided and the serviceperson¿s family situation. Compensation rates, however, must not exceed those paid to conscripts serving mandatory military service.
he NCS Law requires that haredi (ultra-orthodox) servicemen will be provided the special accommodations needed to maintain their haredi lifestyle. The Law requires that the operational body will appoint an employee with a suitable background and familiarity with the haredi lifestyle. This employee will conduct necessary examinations to ensure the provision of suitable conditions to the haredi servicemen and will be able to receive complaints and inquiries relating to haredi accommodation needs.
The NCS Law establishes the Agency for National Civilian Service and provides for its operating procedures. The Agency will be headed by a general manager, who will be subordinate to a Minister designated by the government for implementation of the NCS Law. This Minister will appoint supervisors to carry out investigations under the Law. The NCS Law authorizes supervisors to obtain information and enter premises belonging to operational bodies in accordance with conditions enumerated by the Law. Special arrangements, however, apply to the authority of the supervisors in relation to the defense system.

Aviation Law, 5771-2011. - Adoption: 2011-03-30 | Date of entry into force: 2011-04-13 | ISR-2011-L-91109 This comprehensive legislation regulates security of all civil aviation in Israel. It regulates licensing of operators and service providers, including pilots, flight schools, airport inspectors, flight controllers, and manufacturers of aircraft and aviation equipment. In addition, the Law introduces specific security clearance and medical eligibility requirements for aviation industry workers. The Law prohibits aviation workers from consuming drugs or alcohol while performing their duties.
The Law contains special provisions on the operation and management of aviation schools, commercial operation of aircraft, and aircraft maintenance and inspections, as well as on the provision of airport services and the operation of airports and landing spaces.
The Law authorizes the Minister of Transport and Road Safety to impose time limits on aviation activity in specific airports after giving interested parties the opportunity to present their comments. The Law further authorizes the head of the aviation agency or other designated person to limit, subject to conditions, void, or refuse to renew any licenses that were fraudulently or erroneously obtained, issued based on the fulfilment of conditions that no longer exist, issued to persons convicted of offences under conditions making them unfit for holding licenses, or issued to persons who have violated this or any other aviation law or applicable military order. Additionally, the Law regulates the manufacture, import, export, as well as the registration and labelling of aircraft. It requires operators of aircraft to maintain up-to-date certificates of aviation eligibility.
The Law implements requirements established under the Convention on International Civil Aviation, signed in Chicago on December 7, 1944, and later appendices and amendments, as long as they have been adopted by the State of Israel.
This law repeals The Aviation Law of 1927.
