The Act sets out the functions of the Ombudsman, the composition of the office, its powers and responsibilities.

    According to the Act, social assistance incorporates inter alia benefits for single parents, young students, the disabled, widows and widowers and supporters of sick and disabled children.

    Regulation No. 150 of 1992 on financial aid for the providers of handicapped and sick children.

    The regulation states that the providers of handicapped and sick children from the age of 3 months to 16 years have the right to financial aid in special cases. The State Social Security Institute (SSSI) decides on the benefits and the Regulation provides for different cases in which providers can be granted financial aid. The SSSI must decide the length of the period, which cannot exceed three years. If necessary, the SSSI can decide on another period. Benefits can also be granted retroactive to two years. The Municipal Center for the Handicapped shall receive all necessary information from the SSSI.

    The main rule is that the State only provides housing for civil servants in special parts of the country where it is considered necessary. The Act sets out rules regarding rental payments. The State pays all taxes, duties and maintenance cost.
