    The aim of the present Act is to improve the right of employees to information and consultation in undertakings or groups of undertakings that operate in at least two states in the European Economic Area (EEA).

    For this purpose, a European works council (hereinafter named 'works council') or a procedure, shall be established in each undertaking and each group of undertakings for the purpose of information and consultation, as specified further in this Act.

    Act concerning the State Arbitrator. Negotiating parties in labour disputes shall permit the State Arbitrator to be an observer during collective bargaining and he has always the right to intervene and take over the directing of the negotiations if he considers it necessary. Both parties have the right to refer the dispute to the State Arbitrator. If the conciliation cannot be accomplished, the State Arbitrator shall propose a compromise and consult the negotiating parties concerning a ballot after the parties have presented the compromise to the members. Article 12 contains provisions on the results of the ballot. The State Arbitrator can introduce compromises as often as he considers necessary and when the negotiating parties require. Repeals sections 19 to 37 (Chapter III) of Act No. 80 of 1938 on Trade Unions and Labour Disputes.

    Act No. 34 of 1977 on collective agreements of workers in State-owned banks.

    Applies to all employees of the State Banks except for the bankers and their assistants. The agreements are made between the Union of Icelandic Bank Employees and the boards of the banks. If an agreement cannot be reached, the parties can refer the dispute to arbitration. If these measures have not been taken within 60 days from the expiry date of the collective agreement, the State Arbitrator shall intervene. The Labour Court has jurisdiction in cases concerning strikes, voting, social rights and disputes concerning the collective agreement.

    Chapter I contains provisions concerning shop stewards and the relation between trade unions and employers. Chapter II stipulates that workers have the right to strike and sets out rules concerning strikes. The last chapter contains provisions regarding the Labour Court. Available in English.

    Imposes a penalty on those who participate to a strike, or who encourage or force a civil servant to strike. Doesn't apply to certain categories of civil servants.
