    These Instructions, consisting of 5 articles, aim at protecting the urban environment with a proper management of wastes, such as solid materials, recyclable and non-recyclable derived from domestic, commercial and professional activities, from the cleaning of streets, gardens, farms and public places, and construction waste.The Ministry of Municipalities and Public Works and the Municipality of Baghdad are responsible for collecting and transporting waste materials in places for the treatment and disposal; for creating the necessary supplies and equipment; for identifying appropriate locations and the development of containers to throw municipal waste; for distributing of special bags for waste producers; and for identifying waste collection dates. The aforementioned Ministry and Municipality have to decide also how to treat the reusable materials and dispose of others through landfills. Special provisions are established for waste weighing more than 50 kilograms and for farms owners and investors in farming.

    Repeals Law No. 80 of 1971 on the same subject.

    Prescribes that the acquisition, use, manufacture, storage, loan, transportation, sale, purchase, import, export or possession of ionizing radiation sources are prohibited in the absence of a licence (sect. 3). The Radiation Control Agency shall be established under the Environmental Protection Board. Its competences are to: define radiation control policies; draw up and supervise implementation plans and programmes in this area; coordinate and supervise radiation control activities; and approve plans of radiation-emitting installations and installations for the storage of radioactive substances (sect. 4). Section 5 provides for the establishment of the Radiation Control Centre under the Radiation Control Agency. Duties and competences of the centre are to: monitor all peaceful use of ionizing radiations; ensure protection against the exposure to radiations and form pollution caused by them; identify radiation sources which require a licence; issue licences (sect. 6). The Agency shall lay down the conditions for granting licences and for licensing procedures (sect. 7). The Agency shall lay down conditions concerning protective measures such as maximum permitted exposure or contamination levels, maximum permitted concentration levels of radioactive substances in air and water according to the recommendations issued by the International Atomic Energy Agency and other competent international organizations (sect. 8). The transport of ionizing radiation sources shall be subject to instructions laid down by the Agency in the light of similar international recommendations (sect. 9). The Agency shall set out instructions regarding the prevention of accidents and the elimination of their consequences (sect. 10). Duties of owners of ionizing radiations sources are defined in section 12 and 13. Section 18 provides for the establishment of a medical committee under the Radiation Protection Centre. The aims of the committee are to: determine the occurrence of radiation accidents and the level of exposure of radiation; report on the diagnosis and on medical treatments in connexion with such incidents; and grant staff leave or advise on their assignment to other jobs (sect. 18).
