An Act to regulate the relations of employers and employees, to make provision for settlement of industrial disputes and to provide for certain other purposes.

WHEREAS it is expedient to provide for the regulation of the relations of employers and employees in certain matters, to consolidate and amend the law relating to the settlement of industrial disputes and to provide for certain other purposes. It is hereby enacted as follows:

Provides model standing orders for establishments in the coal mining industry and additional items in all industries. Inter alia, these orders cover hours of work, payment of wages, termination of employment, age of retirement, and discipline.

This Act gives effect to ILO Convention No. 32 concerning protection against accidents of workers employed in loading and unloading ships.

Amends the Indian Press (Emergency Powers) Act, 1931 (23 of 1931) and the Indian Criminal Law Amendment Act, 1908 (14 of 1908) concerning offences related to dissemination of contents of prescribed document (section 5); dissemination of false rumours (section 6); molesting a person to prejudice of employment or business (section 7); power to order parent or guardian to pay line imposed on young person (section 8). It also makes certain amendments with respect to procedures: procedure in offences under the Act; power of State Government to make certain offences cognizable and non-bailable.
