- the long title of the Act by deleting the words "in public utility undertakings and in certain services and to prohibit strikes and lock-outs in such undertakings or services", and substitutes them with the words "in essential services and to prohibit strikes and lock-outs in such services";
- section 1(1) by replacing "Public Utility Undertakings and Public Health Services" with "Essential Services";
- Section 1(2) by replacing "those services" with "the essential services";
- Section 4 by replacing "a Public Utility and Public Health Services Arbitration Tribunal" with "an Essential Services Arbitration Tribunal";
- Section 19(1) by replacing the whole sub-section concerning offences;
- Repeals and replaces the Schedule now entitled "Essential Services" and in which all of the essential services are listed.

Rice Factories Act (Cap. 95:05). - Adoption: 2002 | GUY-2002-L-85545 This Act makes provision for the public control on the manufacture of rice and for this purpose requires rice manufacturers to obtain a licence from the Guyana Rice Development Board. Establishment of a rice factory requires a permit from the Board. No person shall manufacture rice without a licence obtained under this Act. A licensee may apply to the Board to become an official unhulled rice grading agency.

"Ship" shall include any kind of fishing vessel. Section 4 provides for a Marine Administration Department and for the appointment of a Director of Maritime Affairs, a Registrar of Ships, marine officers, surveyors etc. Section 36 provides for the marking of ships. Every ship under twenty-four meters of length shall be licensed in accordance with section 49. Part XII mainly concerns regulation making powers of the Minister regarding transport of bulk goods and dangerous goods. A Court of Survey shall be constituted under section 442.

Part VIII provides for the regulation of safety and health of miners. Part XIV contains special provisions regarding Amerindians. Amerindians shall be deemed as lawful occupiers of land on which they live. Amerindians are prohibited from extracting minerals or resources unless they possess a licence; where they do have a license, any extracted resources shall be sold on behalf of Amerindians by the Guyana Geology and Mines Commission. Repeals the Mining Act (No. 34 of 1920).

Also adds a par. 4 to Art. 142 regarding protection from deprivation of property.
