    Establishes, by order of the Secretary of State for Social Security, for the increase in the rates of public service pensions. These are the sums which are the additional pensions in long term benefits, namely additional pension entitlements accruing to employees in respect of earnings after 5 April 1998. For pensions which began before 7 April 1997, the increase is 3.6 per cent while for those which began after that date, the increase varies.

S. 10 requires operators to provide health surveillance. Schedule 2 sets forth further safety requirements, including work permits for the carrying out of dangerous operations, regular maintenance records of plant, and measures to prevent and combat explosions and fires.

Gives teachers' employers the power to make discretionary compensation payments for termination of employment to persons whose employment has ceased either because of redundancy or in the interests of the efficient exercise of early payment of pension benefits.     Extends the scope of the Local Government (Compensation for Premature Retirement) (Scotland) Regulations 1979 and the Local Government Superannuation (Scotland) Regulations 1987 so that the provisions of these Regulations will apply to staff of new councils, new water and sewerage authorities and the Scottish Children's Reporter Administration which are all constituted or established in the terms of the Local Government etc. (Scotland) Act 1994.
