Decision of the Council of State respecting exceptions to the National Pensions Act (No. 347 of 1956) [LS 1960 - Fin. 5 (cons.)] occasioned by the Social Security Agreement (signed 28 October 1986) between the Republic of Finland and Canada. No. 133.

A Finnish citizen residing in Canada has the same right to obtain a basic pension as a Canadian citizen. Further, a Finnish citizen who has permanently resided in Canada and who moves back to Finland is to obtain the basic pension on the same conditions as a Canadian citizen, notwithstanding s. 23(1) of the National Pensions Act.

Finnish citizens with permanent residence in Spain shall, while visiting Finland, enjoy the same sickness benefits as they are entitled to in Spain.

A Finnish citizen with residence in Spain has the same right as a Spanish citizen to obtain pensions. Once moving back to Finland, he or she has the same right to obtain pensions in Finland as a Spanish citizen has under the agreement.

According to this law if a person is suspected, accused or convicted of an act punishable in a foreign country, this Law provides that they may be transferred from Finland to that country.
