    Consists of 11 Chapters and 106 Articles. Chapter 3 contains provisions on fundamental rights and freedoms. These include: the prohibition of pardons for persons accused of crimes against humanity (Art. 28); the right to freedom of opinion and assembly (Art. 29 and 30); the rights of women to remedial and affirmative measures designed to promote their well-being, including maternity leave with full pay (Art. 35); the rights of nationalities and peoples, including the right to secession (Art. 39); and labour rights, including the right to strike. Chapter 6 establishes two Federal Councils: the Council of Peoples' Representatives and the Federal Council. Chapters 7 and 8 set forth provisions relating to the powers of the President and the Prime Minister. Chapter 9 outlines the responsibilities of the judiciary, including the Supreme Court and the Judicial Administration Commission.

    Establishes the Ethiopian Science and Technology Commission with authority to formulate and implement national science and technology policy in accordance with the country's development objectives and upon approval by the central government, to support and encourage the establishment of centres and institutions that undertake research and development activities, to create conditions conducive to supporting the peasant and rural community with science and technology and to encourage and assist active participation by women and the youth in science and technology.

    Establishes a privatization agency with authority to select, evaluate and prepare public enterprises for the purpose of privatization, to administer the modalities of privatization and to coordinate the activities of the concerned government offices. The authority is subordinate to the Government which has the final decision-making power with regard to privatizations.

    Establishes a National Electoral Board, inter alia, to conduct elections, to issue regulations and directives necessary for conducting elections and to confirm and announce election results. Provides that elections held in Ethiopia shall be based on free, direct and equal popular suffrage.

    Proclaims the independence of the judiciary, and establishes open Court hearings except when dangerous for public peace and security and public order and morality. Creates an independent administrative body, the Judicial Administration Commission, to select and appoint judges and registrars. Judges are to have tenure that may be terminated only in specified and limited circumstances. Repeals the Judicial Administration Commission Re-establishment Proclamation No. 53 of 1975.

    The Proclamation assures individuals and groups the right to public political meetings and peaceful demonstration subject to certain conditions. Written notice must be given to the proper authorities forty-eight hours in advance of such activities; such written notice must contain specified particulars relating to the nature, time, number of expected participants, purpose and location of such demonstrations or meeting. Further no such demonstrations may take place within 100 metres of specified buildings, such as embassies, churches or mosques, and marketplaces

    The Charter of the Transitional Government proclaims the protection of human rights "without any limitation whatsoever" and the right of self-determination for all peoples and nationalities. The Charter also provides for the structure and composition of the Transitional Government and sets forth the transitional programme, which includes the instruction to the Council of Representatives for the creation of a Constitutional Commission and a provision for the election of a National Assembly based on a new Constitution.     This is a Proclamation of President Mengistu Hailemariam. Part 1 establishes a system of social courts and maintains the independence of the judiciary. Part 2 provides for the election of judges and their terms of office. Part 3 specifies the jurisdiction of the social courts and Part 4 describes court procedures.

    Specifies the legal conditions under which a joint venture may be established and registered. Chapter 3 provides for the protection of the rights of shareholders, and for the remittance and transfer of shares. Chapter 4 contains rules on, inter alia, the duties and responsibilities of the Office Concerning Joint Ventures. Chapter 5 covers rules on the management of joint ventures.

    Enacts the codified text of the civil law. The text of the Civil Code is attached. Title XVI (sections 2512-2697) sets out ground rules regarding the conditions of formation, execution and termination of contracts of employment and enumerates the rights and obligations of the parties with regard to work, wages, safety precautions and holidays. The section also contains special provisions on contracts for particular kinds of work (apprenticeship, trial periods, domestic servants, agricultural work) hiring for intellectual work, medical or hospital contracts, contracts of innkeepers and publishing contracts. The Code survived the revolutionary regime of 1994-1991 and remains in force relatively unamended.
