    Makes a number of amendments, inter alia, in the following legal acts:
    Trade Unions Act (Para 4), Public Information Act (section 35), Electronic Communications Act (Section 21), State of Emergency Act (inter alia, section 7, 9, 11, 15) Emergency Act (Para 31), Money Laundering and Terrorist Financing Prevention Act, The Health Insurance Act, the State Budget Act, The National Defense Duties Act, Amendment of Rescue Act.     Amends, inter alia, Civil Service Act (RT I, 06.07.2012, 1): namely introduces wording changes, inter alia, into sections 38 (On-call time), 39 (Overtime work), 49 (Compensation in case of death or loss of capacity for work), 57 (Performance of functions of absent official), 106 (State personnel and payroll database), 110 (Employment contract under favorable conditions and procedure for preservation of favorable conditions), 111 (Favourable conditions of official and procedure for preservation thereof) which enters into force retrospectively from 1 January 2013.
    Also, amends Individual Labour Dispute Resolution Act: namely changes the wording of section 13, para (2) (Release of representatives of employees and representatives of employers from performance of their duties), introduces new section 351 (Specification of indexation of wages paid to representatives of employees and representatives of employers).
    Also, amends Labour Market Services and Benefits Act: namely makes changes, inter alia, in paras 31, 32 of section 6 (Registration as unemployed or as job-seeker), paras 6, 7 of section 18 (Wage subsidy), para (5) of section 20 (Adaptation of premises and equipment), sections 26 (Right to receive unemployment allowance), 30 (Period of payment of unemployment allowance).
    Also, amends the Unemployed Insurance Acts: namely makes wording changes in sections 3 (Insured person and insurer), 7 (Unemployment insurance period), 42 (Procedure for payment of unemployment insurance premium); supplement the act with section 522 (Specifications for insurance benefit upon lay-offs).
    Para (6) of section 1 of this law, amending the Civil Service Act, enters into force on 27 March 2013.

    Establishes the concept of the salary of higher state servants (Paragraph 1); highest salary rate of higher state servants (Paragraph 2); coefficients applicable to salaries of higher state servants (Paragraph 3); change in salary rate of higher state servants (Paragraph 4); reduction of coefficients for salaries of higher state servants during increased defense readiness and state of war (Paragraph 41); as well as implementation of indexation of highest salary rate of higher state servants (Paragraph 17).
    Subsections 3 (4), (8), (14) and (16) and Paragraph 6 enter into force on 1 July 2013; subsections 3 (1), (3), (6), (7), (9), (10) and (17)-(21) and Paragraphs 9 and 11-16 enter into force on 1 January 2014.

Gives, inter alia, legal definition of creative person: "person engaged in a liberal profession is an author or a performer acting in an artistic field set out in subsection 2 (1) of this Act, who is not in public service, is not employed under a contract of employment or other similar contract under the law of obligations."

    Regulations of 14 May 1996 on procedure of granting and extension of residence permits for foreigners serving as military officers in the armed forces of a foreign State, and members of their families.

    Provides for general conditions of permits delivery and, inter alia, cases of refusal (lists the reasons to be considered, as when the security of the State is threatened). A military officer can be granted a permit if his wife or minor child is a citizen of Estonia. A retired military officer can obtain a permit if his wife or minor child is a citizen of Estonia, if he was born before 1 January 1940 and if he is recognized as an invalid needing help. Promulgated by Decree No. 130 of 14 May 1996.
